A FORMER CEIFAC AUDITOR NAMED EUROPEAN PROSECUTOR OF MALTA

 

Ms Yvonne FARRUGIA was appointed by the European Council today to take up the very important post of European Public Prosecutor of Malta within the College of European Public Prosecutors of the European Public Prosecutor's Office headed by Laura Codruța Kövesi, who takes up her duties on 1 October 2019.

Ms Yvonne FARRUGIA participated as an auditor in the June 2017 session of CEIFAC, the European College of Financial Investigation and Criminal Financial Analysis in Strasbourg. Since its creation in 2013, CEIFAC, headed by Dr Chantal CUTAJAR, Senior Lecturer at the University of Strasbourg and Marc SIMON, Head of the Central Operational Criminal Analysis Unit, 1st Divisional Commissioner attached to the Directorate for the Fight against Serious and Organised Crime of the Belgian Federal Judicial Police, has welcomed in Strasbourg 12 promotions and 366 auditors, prosecutors, judges, police officers, gendarmes, customs officers, members of financial intelligence units.

CEIFAC also welcomes the appointment of Mr Frédéric BAAB as European Public Prosecutor of France. Mr BAAB is a very fine jurist and a recognised specialist in international judicial cooperation, which he has been practicing since 2014 as national member for France at Eurojust. In particular, he has published a remarkable article in the March 2018 issue of the Revue de Sciences Criminales: "Le parquet européen et l'agence Eurojust: Je ne t'aime, moi non plus" (The European Public Prosecutor's Office and the Eurojust Agency: I don't love you either).

He honoured with his presence the colloquium organised by CEIFAC on 2 April 2015 on "Financial investigations and criminal financial analysis in the service of the fight against organised crime in Europe" during which he showed his realistic optimism on "The future of the fight against organised crime in Europe".

CEIFAC has thus become the crucible of a common culture between the different actors in the fight against organised crime, corruption and fraud in their economic and financial dimension and the only European training centre for financial investigations and criminal financial analysis.

CEIFAC would like to congratulate in particular Mrs Yvonne FARRUGIA and Mr Frédéric BAAB for their appointment.

  1. The European Public Prosecutor's Office (EPPO) is located in Luxembourg and should be operational by the end of 2020. Its mission is to search for, prosecute and bring to justice the perpetrators of offences against the financial interests of the European Union. 22 Member States currently participate in this enhanced cooperation establishing the European Public Prosecutor's Office. The Deputy European Public Prosecutors in each of the 22 Member States have yet to be appointed.
